It seems arbitrary to me and so I suspect that they are trying to circumvent some other system by encouraging people to make less valuable URLs. They list a whole mess of things your site has to do just to be featured in Google News, like having a unique 3+ digit number in your article URL's. Everyone is so busy optimizing pages for the main Google search page that they don't think about optimizing for image search, video search, news search, etc. And those are all legitimate channels too.
